When you click on the Reporting Button from the Main Menu Bar the first two report options in the drop down list are directly related to Project Budgeting and Cost analysis.

Ensure that projects have been enabled and set up in the Client Project and Task List. Selecting Project Budgeting by Time ... and selecting the appropriate date ranges will produce reports comparable to the one shown.
